ADMINISTRATIVE ORDER NO. 396

ADMINISTRATIVE ORDER NO. 396 - APPROVING AND DIRECTING THE IMPLEMENTATION OF RESOLUTION NO. 98-560 OR THE OMNIBUS REVISION OF THE RATES OF FEES CHARGED AND COLLECTED BY THE PROFESSIONAL REGULATION COMMISSION

 


WHEREAS, the Professional Regulation Commission (PRC), by virtue of Sec. 5(g) of Presidential Decree No. 223 is mandated "to determine, fix and collect the amount to be charged for examination, registration, registration without examination, licenses, annual registration fees certifications, surcharges and other fees not specified under the provisions of Republic Act No. 6511 or amend the rates provided thereunder subject to approval by the Office of the President";  

WHEREAS, Sec. 1 of Executive Order No. 159 directed all departments, bureaus, offices, units, and agencies, including government-owned and controlled corporations to revise their fees and charges to recover at least the full cost of services rendered;

WHEREAS, it is the goal of the government: 1) to promote full recovery of cost of services to free other government revenues for priority projects; and 2) to ensure equitable distribution of the burden of cost recovery by having the direct recipients of government services account for the cost;

NOW, THEREFORE, I, FIDEL V . RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby approve and direct the immediate implementation of Resolution No. 98-560 or the Omnibus Revision of the Rates of Fees Charged and Collected by the Professional Regulation Commission, hereto attached as "Annex A".

Resolution No. 98-560

Series of 1998
OMNIBUS REVISION OF THE RATES OF FEES CHARGED AND COLLECTED BY THE PROFESSIONAL REGULATION COMMISSION

In pursuance of the provisions of Sec. 1 of Executive Order No. 159 dated February 23, 1994, the rates of fees prescribed under PRC Resolution No. 168, Series of 1990 and Resolution No. 150, Series of 1988 are hereby revised as follows:

NAME OF FEES RATE

A. Examination Fee:

1. For examination requiring baccalaureate degree P600.00

2. For examination requiring less than a baccalaureate degree 400.00

For licensure examinations outside the Philippines, applicants shall pay an examination fee of TWENTY-FIVE United States Dollars ($25) or its equivalent in other foreign currencies.

B. Registration Fee:

1. For those professions requiring a baccalaureate degree 400.00

2. For those professions or occupations requiring less
than a baccalaureate degree 300.00

3. For registration under P.D. 541; Sec. 5(j), P.D. 223
as amended; P.D. 657; P.D. 819, R.A. 7836 or issuance of a
Special Permit or Temporary Special Permit, as the case may be 400.00

Applicants for registration without examination or for registration for the issuance of new certificates and licenses (e.g. R.A. No. 7920) or for the issuance of special permits or temporary special permits under P.D. No. 541, P.D. No. 819, Sec. 5(j) of P.D. 223, as amended by P.D. No. 657 and the various laws regulating the professions in the Philippines shall, in addition to the above fees, pay application fees for the processing of their applications for registration, except those covered by Sec. 26(a) and (b), Article III, R.A. No. 7836 who shall continue to pay in accordance with the provisions of Board Resolution No. 02, Series of 1995; Provided, that, applicants for the issuance of temporary special permits to incumbent teachers as of December 16, 1994 who failed to file applications for registration on or before September 19, 1997 as well as para-teachers shall pay a registration fee of P300.00 and P250.00, respectively.

4. For original registration of detailmen 200.00

C. Annual License Fee:

1. For professions requiring a baccalaureate degree 100.00

2. For professions requiring less than a baccalaureate degree 90.00

3. For detailmen 100.00

D. Replacement Fee:

1. For issuance of a duplicate, or an amended annual
registration card 150.00

2. For issuance of a certificate of registration in lieu of a
lost, worn-out or mutilated certificate of registration or
for issuance of an amended certificate 200.00

E. Certification Fee:

1. For certified true copy of the authentication of a photocopy
of documents and other papers, per page 50.00

2. For magnaprint copies of microfilmed records per page 60.00

F. Docket Fee:

1. Filing of petition for change of name 150.00

2. Filing of administrative case before a Board 150.00

3. Filing of an original case or an appeal before
the Commission 300.00

G. Inspection Fee:

For inspection of industrial, mechanical, electrical or chemical
plants or works or other establishments for the issuance of certificate
of compliance as well as schools, nursing review centers 1,000.00

H. For registration of CPA Firms and Partnerships as provided in
Board Resolution No. 38, S. 1990 1,000.00

I. Accreditation Fee:

1. Professional Association/Organization 2,000.00

2. Review Center for Nursing 2,000.00

Resolution No. 168, Series of 1990; Memorandum No. 90-11, dated August 20, 1990; Resolution No. 158, Series of 1989; Memorandum No. 84-31, dated December 28, 1984 and Office Order No. 81-19, dated December 10, 1981 are hereby repealed. Resolution No. 150, Series of 1988 is modified with respect to the rate of inspection fees to be charged and collected. Resolution No. 38, Series of 1990 is modified with respect to the rate of registration fees to be charged and collected. Resolutions, orders, circulars, memorandums or parts thereof which are inconsistent with this Resolution are hereby repealed.

The rates of fees herein prescribed shall take effect after fifteen (15) days following its publication in full in a newspaper of general circulation or in the Official Gazette, whichever comes earlier.
