EXECUTIVE ORDER NO. 452 -
EXTENDING THE TERM OF THE PRESIDENTIAL COMMISSION ON REORGANIZATION
CREATED UNDER EXECUTIVE ORDER NO. 281, SERIES OF 1970
WHEREAS,
under P. D. No. 1, the President has the authority to change provisions
of the Integrated Reorganization Plan (IRP) in order to conform with
the changing requirements of the Government for accelerated
socio-economic development; Since 19.07.98.
WHEREAS, the Office of the President continues to receive proposals
from the various departments and agencies of the national government
which have reorganizational implications such as the abolition,
creation, or expansion of agencies;
WHEREAS, simultaneous with the submission of the above-mentioned
proposals is the fact that several departments and agencies continue to
consult with the Presidential Commission on reorganization on the
operational difficulties they have been meeting in the implementation
of the IRP;
WHEREAS, two major departments, Education and Culture, and Trade have
just recently been granted authority for full implementation of IRP
provisions affecting them; and
WHEREAS, the Office of the President needs the continued staff
assistance of the Presidential Commission on Reorganization in the
evaluation of the above-mentioned proposals, in the provisions of
technical services in the implementation of the IRP, and in the
monitoring of the government’s program on administrative reforms.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution, do hereby
extend the term of the Presidential Commission on Reorganization up to
June 30, 1976.
The Executive Secretary shall issue the necessary directives for the
detail or the extension of the detail of such technical personnel as
may be needed by the Commission, under the same conditions as
prescribed in Executive Order No. 281, as amended.
The Commission is authorized to disburse and defray all expenses for
its operation from July 1, 1975 to June 30, 1976 from funds as may be
available from the Office of the President.

this 8th day of July, in the year of Our Lord, nineteen hundred and
seventy-five.
