EXECUTIVE ORDER NO. 310  - GRANTING YEAR-END BONUS AND CASH GIFT TO NATIONAL GOVERNMENT OFFICIALS AND EMPLOYEES

WHEREAS, the State recognizes the dedication of government officials and employees to public services;  

WHEREAS, it has been the policy of the government to grant a year-end reward and incentive to national government employees in the form of Christmas bonus and cash gift of P1,000 for each government employee;

WHEREAS, we should continue with the policy and provide the national government employees the same benefits extended last year to boost their morale and efficiency; and

WHEREAS, the necessary appropriation for the purpose is already authorized under Executive Order No. 87, the General Appropriations Act for 1987;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippine, by virtue of the power vested in me by law, do hereby direct:

Section 1. All officials and employees of the National Government, regardless of employment status, whether regular, temporary, casual or contractual, who, as of October 31, 1987 have rendered at least four months of service, shall receive a year-end bonus equivalent to one month basis salary.

Sec. 2. An additional Cash Gift of P1,000 shall likewise be granted to all officials and employees of the National Government covered under Section 1 hereof.

Sec. 3. Local Government units may provide the same benefits to their officials and employees under the same conditions as provided for in this Order, subject to availability of local funds.

Sec. 4. Government-owned and/or controlled corporations may likewise extend the same benefits to their respective officials and employees chargeable against their respective corporate funds. In case of government-owned and/or controlled corporations not receiving subsidy from the National Government, they may grant year-end benefits consistent with those given for the year ended December, 1986 and as approved by the President after review and recommendation by the Department of Budget and Management.

Sec. 5. Officials and Employees already receiving Christmas or year-end bonus or their equivalent, shall only receive such amount as shall be necessary to bring such Christmas, year-end or equivalent bonuses equal to the amounts provided under Section s 1 and 2 hereof.

Sec. 6. Officials and employees already receiving Christmas or year-end bonus or their equivalent, equal to or more than the amount provided under Section 1 and 2 hereof, shall no longer be entitled to the amount granted under this Order.  

Sec. 7. Funds needed to implement the year-end bonus and cash gift authorized in this Order for national government employees shall be charged against the Government Employees Amelioration Fund authorized under Executive Order No. 87, the General Appropriations Act for CY 1987. Any deficiency shall be charged against the personal services savings of the National Government.

Sec. 8. The Department of Budget and Management shall issue the implementing circular to carry out this Executive Order.

Sec. 9. This Executive Order shall take effect immediately.
