EXECUTIVE ORDER NO. 433 - DIRECTING
THE IMMEDIATE IMPLEMENTATION OF ADDITIONAL ENERGY CONSERVATION MEASURES
WHEREAS,
the current uncertain situation in the Gulf continues to affect the
country’s oil supply situated;
WHEREAS, in order to stretch supply and thus prevent depletion of our
petroleum products inventories, the government has directed the oil
companies to reduce by ten percent (10%) all sales and deliveries to
petroleum fuel resellers, distributors, marketers, retailers including
bulk sales to industrial/commercial or agricultural customers and other
agencies/corporations, or individuals directly withdrawing their
petroleum product requirements from oil companies ‘depots, bulk plants
and other storage and distribution facilities;
WHEREAS, it is necessary that the mandated reduction in petroleum fuel
supplies be complemented by additional energy conservation
measures;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by
virtue of the powers vested in me by law, do hereby order:
Section 1.
Accordingly, they shall seek to increase the mandated 10% and 5%
reductions in electricity and fuel consumption by all departments,
agencies, offices, government-owned and/or controlled corporations,
local government units and other government instrumentalities provided
under Section 1 of Executive Order No. 418, S. of 1990, to 15% and 10%,
respectively.
Sec. 2.
Private buildings and offices are hereby encouraged to adopt similar
measures on the use of their air-conditioning units considering that
statistics show significant energy saving through the regulated use of
air-conditioning units in buildings as the latter accounts about 60% of
their total power consumption.

For the effective enforcement of the measures enumerated above, local government units are urged to enact the necessary ordinances that would ensure compliances therewith by providing sanctions and penalties including suspension or closure of those establishments found to be habitually violating the herein set forth energy conservation measures.
