EXECUTIVE ORDER NO. 463 -
ESTABLISHING THE RELATIONSHIP BETWEEN THE REGIONAL PLANNING AND
DEVELOPMENT BOARD OF THE AUTONOMOUS REGIONAL GOVERNMENT AND THE
NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) BOARD
WHEREAS,
Sec. 5, Article XII of Republic Act No. 6743 provides the creation
of a Regional Planning and Development Board which shall serve as the
planning, monitoring and coordinating agency for the Autonomous Region
in Muslim Mindanao;
WHEREAS, under the said Act the said Board shall identify, evaluate and
recommend the annual work programs and comprehensive development plans
of the Autonomous Region to the Regional Assembly to ensure their
proper implementation and shall formulate a Magna Carta for the
Development of the Region to serve as the master plan for a systematic,
progressive and total development of the Region;
WHEREAS, Executive Order No. 230, series of 1987, provides that the
National Economic and Development Authority (NEDA), whose powers and
functions reside in the NEDA Board, is responsible for formulating
continuing, coordinated and integrated social and economic policies,
plans and programs;
WHEREAS, Memorandum Order No. 295, series of 1990, mandates the
adoption and implementation of the Synchronized
Planning-Programming-Budgeting System (SPPBS) which includes the
establishment of an institutional network process, and schedule that
will govern the preparation/coordination of the content, form and
manner of preparation of plans, investment programs and budgets at the
national and other levels;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by
virtue of the powers vested in me by law, do hereby order:

The RDP, RDIP and supporting technical assistance programs shall be
submitted directly to the Office of the President for review and
evaluation of their consistency with the MTPDP and the MTPIP/MTTAP.
