EXECUTIVE ORDER NO. 464 -
ESTABLISHING THE RELATIONSHIP BETWEEN THE NATIONAL STATISTICAL
COORDINATION BOARD AND THE AUTONOMOUS REGIONAL GOVERNMENT IN THE
AUTONOMOUS REGION IN MUSLIM MINDANAO
WHEREAS,
the reliability, credibility and comparability of data have significant
having on policy and decision making of the National Government;
WHEREAS, the Philippine Statistical System (PSS) as defined in
Executive Order No. 121, series of 1987, consists of a policy-making
and coordinating body, a statistical research and training center, a
general purpose statistical agency, and all departments, bureaus,
offices, agencies and instrumentalities of the national and local
governments and all government-owned and controlled corporations and
their subsidiaries that are engaged in statistical activities either as
their primary function or as part of their administrative and
regulatory functions;
WHEREAS, the coverage of the PSS cuts across all regions of the
country, including the Autonomous Region in Muslim Mindanao (ARMM), in
order to ensure the proper determination of the over-all picture of the
country;
WHEREAS, the National Statistical Coordination Board (NSCB) recognizes
the distinct customs and traditions of the Muslims in matters of
births, deaths and marriages;
WHEREAS, Article XVI, Sec. 2, paragraph 3 (C) of Republic Act No.
6734 provides, among others, that the Regional Assembly shall enact
further legislation regarding the registration of births, marriages and
deaths in the Autonomous Region in Muslim Mindanao;
WHEREAS, to ensure the proper and effective implementation of the
above-mentioned functions, there is a need for coordinative efforts
between the National Statistical Coordination Board (NSCB) and the
Autonomous Regional Government (ARG);
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines by
virtue of the powers vested in me by law, do hereby order;

Furthermore, to ensure consistency in generating national figures for
vital statistics, the existing standard form for registration shall
also be the basis of the form to be used by the Local Registrars in the
Autonomous Region in Muslims Mindanao (ARMM). The NSO through the
Office of the Civil Registrar General shall provide technical
assistance in establishing the system.
Sec. 4.
The District Registrar shall exercise supervision over Circuit
Registrars in every Shari’ah District. He shall be the custodian of the
records sent by the Circuit Registrars and shall likewise send copies
to the Office of the Civil Registrar General.
In the registration of births, marriages and death, the Shari’ah law
shall take precedence from the existing civil registry law. The
applicability of other civil registry laws can be invoked only to the
extent as may be consistent with Presidential Decree No. 1083. This
being the case, the requirements as embodied in the Revised
Administrative Code of 1987, as amended, and other related laws shall
be considered as applicable only to non- Muslims within the ARMM.
