EXECUTIVE ORDER NO. 480 - AMENDING EXECUTIVE ORDER NO. 474, SERIES OF 1991

Pursuant to the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby order: 

Section 1. Section 1 of Executive Order No. 474, series of 1991, is hereby amended to read as follows:

Section 1. South Cotabato/General Santos City Area Development Project Office. — There is hereby established the South Cotabato/General Santos City Area Development Project Office, hereinafter referred to as the ADP Office, and placed under the Regional Development Council (RDC) to which the subject area belong, for purposes of coordination, supervision and direction in the implementation of the South Cotabato/General Santos City Area Development Project. The ADP Office shall be composed of a Project Board and a Project Management Unit (PMU) which shall hold office in General Santos City.

Sec. 2. The Composition of Project Board under Sec. 2 of Executive Order No. 474 is hereby reconstituted, as follows:

The Secretary of Agriculture     Chairman

The Regional Director National
Economic and Development
Authority Vice-Chairman

The Provincial Governor of South Cotabato Member

The Mayor of General Santos City  Member

The representatives from government
agencies involved in the Project Members

Two representatives from non-government
organizations (NGOs) to be
designated by the Regional
Development Council and the
Regional Development Assembly     Members

Sec. 3. The provisions on project coordination at the regional level under Sec. 3 of Executive Order No. 474, s. of 1991, shall henceforth be separated as Sec. 4 thereof to read as follows:

Sec. 4. Coordination at the Regional Level. — At the regional level, the Regional Development Council shall perform the following powers and functions:

(a) Ensure that the development goals and policies formulated by the Project Board are consistent with the Regional Development Plan;

(b) Approve the multi-year and annual plans and investment programs under the Project; 

(c) Endorse to the DBM the annual budget for the Project, including that for the operations of the ADP Office;

(d) Monitor and conduct periods review of the Project with respect to achievement of targets, objectives and goals; and

(e) Perform such other functions and responsibilities as the NEDA Board may direct.

Sec. 4. Executive Order No. 474, series of 1991, is hereby amended accordingly.

Sec. 5. This Executive Order shall take effect immediately.
