EXECUTIVE ORDER NO. 483

EXECUTIVE ORDER NO. 483 - REORGANIZING THE OFFICE OF THE PRESIDENT IN ACCORDANCE WITH THE ADMINISTRATIVE CODE OF 1987

WHEREAS, the President has the continuing power to reorganize the administrative structure of the Office of the President in order to achieve simplicity, economy and efficiency in the delivery of services to the Filipino people; 

WHEREAS, the Administrative Code of 1987 provides an administrative structure different from that prescribed by Executive Order No. 446 dated 17 January 1991;

WHEREAS, the Administrative Code provides for a more stable and rational structure for the Office of the President and the entire bureaucracy;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. The administrative structure of the Office of the President is hereby reorganized in consonance with the provisions of the Administrative Code of 1987.  

Sec. 2. The provisions of Section s 21, 22, and 23, Chapter 8, Title II, Book III of the Administrative Code are hereby reiterated.

Sec. 3. The Presidential Action Center (PACE), formerly the Malacañang, Public Assistance Center (MPAC), shall be detached from the Presidential Management Staff and place under the Office of the President Proper.

Sec. 4. The Cabinet Secretariat shall continue to be part of the Presidential Management Staff (PMS).

Sec. 5. The functions of the Executive Secretary prescribed by the provisions of Chapter 9, Book III of the Administrative Code are hereby reiterated.

Sec. 6. The Executive Secretary shall cause the preparation and approve the internal administrative structure, the staffing pattern and all personnel movements in the Office of the President as may be necessary for the purpose of implementing this Executive Order.

Sec. 7. The Executive Secretary is hereby authorized to issue the necessary issuances to implement this Executive Order.

Sec. 8. All provisions of previous issuances or parts thereof which are in conflict with this Executive Order are hereby modified and or revoked accordingly.

Sec. 9. This Executive Order shall take effect immediately.

DONE in the City of Manila, this 30th day of September, in the year of Our Lord, nineteen hundred and ninety-one.
