EXECUTIVE ORDER NO. 141 - CREATING
THE NATIONAL ORGANIZING COMMITTEE FOR THE THIRD ASEAN MEETING OF
MINISTERS RESPONSIBLE FOR INFORMATION
WHEREAS, the Philippines, being an
active and committed member of the Association of Southeast Asian
Nations (ASEAN), subscribes to participation in all ASEAN meetings
which make it possible for Philippine interests and concerns to be
incorporated in major ASEAN decisions and programs;
WHEREAS, the ASEAN Ministers Responsible for information at its Second
Meeting held in 2 August 1991 in Kuala-Lumpur, Malaysia, agreed to hold
the Third Meeting in Manila in 1993, thus it is now incumbent on the
Philippine Government to undertake such preparations as are necessary
to ensure the successful holding of the Meeting in Manila in
1993;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the
Philippines, by virtue of the powers vested in me by law, do hereby
create the National Organizing Committee for the Third ASEAN Meeting of
Ministers Responsible for Information, hereinafter referred to as the
Committee:
The Chairman of the Committee shall be drawn from the Office of the
Press Secretary and the Vice-Chairman from the Department of Foreign
Affairs. Members of the Committee shall be from the Office of the Press
Secretary:
Philippine
Information Agency
People’s Television Network
Incorporated
Bureau of Broadcast Services
National Information Bureau
Philippine News Agency
In view of the financial and security requirements of the Meeting, the following departments shall also be members of the Committee:
Department
of Budget and Management
Department of the Interior and
Local
The Department Secretaries and Directors of the members of the Committee may designate their respective representatives to the Committee in the event that they will not be able to personally participate in the preparatory work and other responsibilities of the Committee.
The Committee may invite special advisers as members of the Organizing Committee as deemed needed.
The Committee is empowered to create a Secretariat and Sub-Committee call upon all other government and non-government and private agencies and individuals concerned to assist the Committee in its tasks.
The Department of Budget and Management is hereby directed to immediately release the amount of TWO MILLION NINE HUNDRED SEVENTY ONE THOUSAND PESOS (P2,971,000.00) to the Office of the Press Secretary (OPS) to cover the operating expenses for the meeting chargeable against the CY 1993 International Commitments Funds and subject to the usual accounting and auditing rules and regulations
This Executive Order shall take effect immediately.
