EXECUTIVE ORDER NO. 99 - EXTENDING
THE IMPLEMENTATION OF THE TRANSITION PLAN FOR THE “WINDING UP” OF
OPERATIONS OF THE SOUTHERN PHILIPPINES COUNCIL FOR PEACE AND
DEVELOPMENT (SPCPD)
WHEREAS,
Executive Order No. 80, series of 2002, declared the effectivity of the
abolition of the SPCPD, the Consultative Assembly and SZOPAD;
WHEREAS, Sec. 3 of EO 80 provides for the NEDA to oversee the
implementation of the Transition Plan which provides for the orderly
transfer of the functions and responsibilities of the SPCPD to and the
absorption of the qualified personnel in the ARMM Regional Government
and the Southern Philippines Development Authority (SPDA) and which
shall be completed within 45 days from its issuance;
WHEREAS, the winding up of SPCPD and the final disposition of its
assets and liabilities require inter-agency coordination for its smooth
and orderly implementation.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the
Philippines, by virtue of the powers vested in me by law do hereby
order:
Section 1.
A skeletal force shall be created and shall be tasked to wind-up SPCPD
operations and the safekeeping of its resources. The skeletal force, to
be appointed by the Chairman of the SPCPD, shall be composed of the
SPCPD Executive Director and the following accountable officers of the
SPCPD Administrative and Finance Division: Director II, HRMO IV,
Administrative Officer IV, Chief Accountant IV, Budget Officer IV,
Cashier IV and the Senior Bookkeeper, and one (1) Technical Assistant
to assist in the preparation of the Terminal Report. Members of the
skeletal force shall be deemed separated from the service one (1) day
after the 60-calendar day transition period.DCScA
