The Minister of the Budget
WHEREAS, the government is undertaking to improve the country's rice production to neutralize the current and future energy crisis in our economy;
WHEREAS, the National Grains Authority has launched a program to establish modern storage and processing facilities to reduce grain losses and improve the quality of Philippine rice for export;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct:
1)
That the NGA shall be exempted from the provisions of LOI 981
postponing the acquisition of land sites to enable it to construct
additional warehouses especially in identified priority areas;
2) That the
NGA shall be exempted from the provisions of LOI 981 suspending the
purchase of equipment except urgently needed items not exceeding
P25,000 per agency;
3) That a an
exception to LOI No. 794, the NGA is hereby authorized to negotiate
with the present contractors under contract with Phil-Asia for the
construction of storage facilities under the Soybean Project in
Batangas the funding of which I have previously approved;
4) That the
NGA shall continue the construction of warehouses and installation of
rice processing facilities in critical areas.
Done in the City of Manila, this 27th day of March, in the year of Our Lord, nineteen hundred and eighty.
