Export Processing Zone Authority National Census and
Statistics Office Bureau of Customs
You are hereby directed to establish the export clearance and monitoring system on the exports of the footwear from the Philippines to the United States pursuant to the following guidelines:
1.
The system shall implement the understanding between the Republic of
the Philippines and the United States of America regarding the
export of footwear to the United States, reached during the
bilateral consultations on footwear held in Washington D.C. on 19-21
July, 1979, that all exports of footwear to the United States shall
require prior clearance from the Footwear Export Unit of the Ministry
of Trade.
2. The term
"footwear" shall mean footwear classified under the 1977 Philippine
Standard Classification Code (PSCC) 851.02 through 851.04 and/or 1978
Tariff Schedule of the United States Annotated (TSUSA) 700.05 through
700.85.
3. Every
export shipment shall be covered by an export clearance from the
Ministry of Trade, as a prerequisite to the issuance of the Authority
to Load by the Bureau of Customs.
4. All
applications for clearance must be filed with the Footwear Export unit,
Ministry of Trade which for convenience of the exporting community must
hold office at the Integrated Export Clearance Center, Bureau of
Customs. Applications must be filed in the form and according to such
guidelines as may be prescribed.
5. For
footwear manufactured out of imported semi-processed materials,
compliance with existing orders and policies on value added must be
considered in the issuance of export clearance.
6. An
Inter-Agency Committee is hereby created composed of the above
mentioned agencies and chaired by the Deputy Minister for Trade, to
monitor and report to the President the implementation of these
instructions.
This Letter of Instructions shall take effect immediately.
