LETTER OF INSTRUCTIONS NO. 1029 - AUTHORIZING THE HOLDING IN MANILA OF THE CORESTA CONGRESS FOR 1980 AND PROVIDING FOR GOVERNMENT SUPPORT THEREFOR

        The President, Mariano Marcos State University (MMSU)
        Batac, Ilocos Norte
        The Director General, Philippine Council for Agriculture Resources Research (PCARR) and
        South East Asian Regional Center for Graduate Studies & Research in Agriculture (SEARCA)

WHEREAS, upon invitation of the Philippine tobacco sector, the Cooperation Center for Scientific Research Relative to Tobacco (CORESTA) has chosen the Philippines to be the site of its 13th General Assembly and the 7th International Tobacco Scientific Congress from November 10-14, 1980;

WHEREAS, this forthcoming convention, referred to as CORESTA PHILIPPINES 1980, shall afford our country the chance to exchange information with other countries of the world on the latest developments and information on tobacco technology and also to further project the Philippines as an international convention center and as a tourist haven; 

WHEREAS, the government sector and the private sector of the tobacco industry of the Philippines should closely work together to insure the success of CORESTA PHILIPPINES 1980.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, hereby authorize the holding of the CORESTA PHILIPPINES 1980 in Manila from November 10-14, 1980 and order and direct as follows:

1.    The government agencies below are hereby authorized to set aside from their respective savings or funds the following amount to be contributed to the CORESTA PHILIPPINES 1980 Fund.

PTB                             85,000
PVTB                           85,000
PTRIC                          30,000
MMSU                         20,000
SEARCA/PCARR       20,000
                                      ———
                   Total    P500,000

2.    The Budget Minister shall authorize additional releases from existing appropriations of the above agencies or allow the setting aside of the specified sums from their respective appropriations.

3.    The private sector, particularly those engaged in the tobacco industry, is urged to make contributions to meet the funding requirements of the convention;

4.    Officials and employees of the government are hereby directed to participate and cooperate with the private sector in the administration and management of the CORESTA PHILIPPINES 1980;

5.    All other government agencies and functionaries are hereby enjoined to give full support and cooperation when so requested by the organizing committee to insure the success of CORESTA PHILIPPINES 1980.

6.    Sponsoring government agencies and instrumentalities are hereby authorized to send not more than ten (10) delegates each to the CORESTA PHILIPPINES 1980 an official time with reasonable allowances for traveling and incidental expenses, including registration fees, chargeable to the respective agencies. Non- sponsoring government agencies may send not more than two (2) delegates each, subject to the above conditions.
