LETTER OF INSTRUCTIONS NO. 104

Upon recommendation of the Commission on Elections, and pursuant to Article XII, C. Sec. 2(4) of the Constitution, I, FERDINAND E. MARCOS, President of the Philippines, do hereby authorize the Commission on Elections to deputize, effective immediately, for the purpose of ensuring free, orderly and honest voting in the referendum to be held on July 27, 1973, the following:

1.    Members of the Philippine Constabulary as the need arises; 

2.    All public school teachers which shall include head teachers, principals, district supervisors, city and division superintendents;

3.    All provincial, city, municipal and municipal district treasurers;

4.    All provincial governors;

5.    All city, municipal, and municipal district mayors;

6.    Members of city, municipal and municipal district police forces; and

7.    All provincial development officers and municipal development officers of the Department of Local Governments and Community Development.
