AUTHORIZING THE NATIONAL COAL AUTHORITY TO USE THE HARBOR FACILITIES OF
THE NATIONAL IRRIGATION ADMINISTRATION AT PIER 3, SOUTH HARBOR FOR
DOCKING COAL VESSELS |

The Administrator of the National Irrigation
Administration
The Executive Director of the National Coal Authority
WHEREAS, the thrust of the government today is the early attainment of energy self-sufficiency as an imperative to progress and the continued march towards the rapid industrialization of the country and for that purpose the government has advanced its ten year energy program to just five;
WHEREAS, the use of coal as an alternate source of energy is one of the cornerstones of this major thrust;
WHEREAS, the immediate use of coal requires massive infrastructures such as pier and harbor facilities most of which are still unavailable at this time;
WHEREAS, one of these few available facilities which can handle incoming coal from 30,000 DWT vessels is a site at Pier 3 in South Harbor which is currently used as a staging area by the Ministries of Public Works and Public Highways as well as by the National Irrigation Administration;
WHEREAS, it will both promote national policy and save the government substantial amounts if the newly created National Coal Authority were allowed to make use of the aforementioned site in Pier 3, South Harbor.
NOW, THEREFORE, I, FERDINAND E. MARCOS, by virtue of the powers vested in me by the Constitution, do hereby direct and order the Ministers of Public Works and Public Highways and the Administrator of the National Irrigation Administration to immediately allow the National Coal Authority to also make use of the aforementioned site for the docking of coal vessels and to transfer their staging area somewhere else, until such time as the National Coal Authority through its Board of Governors would have determined that the use of Pier 3 by the coal vessels is no longer necessary in view of the construction of alternative pier facilities to receive coal.
Done in the City of Manila, this 2nd day of December, in the year of Our Lord, nineteen hundred and eighty.
