Insurance System
In consonance with the national policy of promoting the welfare and health of the Filipino citizenry and in response to the demand for more recreational facilities for the working masses and their families, you are hereby directed to study the feasibility of establishing a sports and recreation complex near or within Metro Manila that shall cater exclusively to the working masses and their families at minimum cost to them.
You are to submit a report on the implementation of this directive within thirty (30) days.
Done this 1st day of May, in the year of Our Lord, nineteen hundred and eighty-two, in the City of Manila, Philippines.
