WHEREAS, the annual registration of vehicles, is a legal requirement, under BP Blg. 43, the does not exempt government-owned vehicles from its application;
WHEREAS, it has been observed that many government and military vehicles are still using old plates, which indicates non-compliance of the mandatory requirement of registration;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and issue the following instructions:
1.
All ministries, bureaus, agencies and offices, including
government-owned and/or controlled corporations, are hereby instructed
to register their vehicles with the Bureau of Land Transportation, and
secure and properly display the appropriate license plates, as required
by law.
2. Any such
vehicles which do not comply with the registration prerequisites of the
Bureau, within a period of seven (7) days from the effectivity of this
directive, shall not be allowed to be used by the agency concerned
until compliance thereof.
3. The Bureau
of Land Transportation and the Constabulary Highways Patrol Group are
instructed to apprehend all violations and to impound the vehicles
until these have been properly registered.
4. The
Ministry of the Budget is also instructed to pass upon, with dispatch,
any funds related to the payment of registration fees for and the
issuance of vehicle plates to all government vehicles.
