LETTER OF INSTRUCTIONS NO. 125

TO    :      The Executive Secretary

        The Secretary of National Defense
        The Secretary of Finance
        The Secretary of Public Works,
        Transportation and Communications
        The Secretary of Agriculture and
        Natural Resources
        The Director-General, National Economic
        and Development Authority
        The Secretary of Local Governments
        and Community Development
        The Secretary of Tourism
        The Chairman, Board of Investments


Pursuant to Proclamation No. 1081, dated 21 September 1972, and General Order No. 1, dated 22 September 1972, and in order to conserve foreign exchange and reduce the threat to national security from an overdependence on imported petroleum for the efficient functioning of the national economy, you are hereby directed to take all steps necessary to stabilize or reduce the consumption of petroleum products of all sorts including but not limited to:

(1)    improving public transport by the use of electrical mass transit modes, in the urban areas and reliable mass transit in the rural areas:

(2)    patronizing public over private transport thru higher taxes on gasoline for private cars and accessories and higher expressway tolls.

(3)    reducing urban parking space.

(4)    encouraging mass group tours instead of family tours for holidays by provincial boundary tolls on private cars.

(5)    regulating public lighting hours

(6)    concentrate on indigenous energy sources for electric power generation;

(7)    regulating general aviation flying hours;

(8)    constructing cement instead of asphalt roads;

(9)    deferring the lifting of curfew hours.
