LETTER OF INSTRUCTIONS NO. 1270 -
DESIGNATING THE NATIONAL COUNCIL ON INTEGRATED AREA DEVELOPMENT
(NACIAD) AS THE NATIONAL COORDINATING COMMITTEE FOR THE IMPLEMENTATION
OF THE PROGRAMME OF ACTION OF THE WORLD CONFERENCE OF AGRARIAN REFORM
AND RURAL DEVELOPMENT (WCARRD) |

WHEREAS, the WCARRD was convened by the Food and Agriculture Organization (FAO) in July 1979 in Rome to promote agrarian reform and rural development among developing countries;
WHEREAS, through Philippine Government participation in various Follow-up to WCARRD meetings in the 20th session of FAO Conference (Rome, November 1979), the 15th FAO regional Conference (New Delhi, March 1980, the intergovernmental consultation meetings (Bangkok, Oct. 1979) and (Dacca, May 1981), the Philippine Government has expressed its active support and commitment to the attainment of WCARRD goals and objectives;
WHEREAS, in pursuance of the Follow-Up activities of the WCARRD, a National Coordinating Committee should be established to monitor and coordinate the implementation of the WCARRD Programme of Action in the Philippines;
WHEREAS, the National Council on Integrated Area Development (NACIAD), with the various ministries involved in the undertaking of rural development, is in the best position to serve as the coordinating body for WCARRD Follow-Up activities;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution do hereby designate the National Council on Integrated Area Development to be the National Coordinating Committee to implement the Programme of Action of the WCARRD in the Philippines.
As the National Coordinating Committee, NACIAD shall serve as the focal point and Coordinating Centre for WCARRD Programme and Development Assistance.
This Letter of Instruction shall take effect immediately.
Done in the City of Manila, this 30th day of September, in the year of Our Lord, nineteen hundred and eighty-two.
