LETTER OF INSTRUCTIONS NO. 161
TO

Security Council of the New Society
Pursuant to Presidential Proclamation No. 1081, dated September 21, 1972, and in my capacity as Chairman of the Secretary Council of the New Society in accordance with Presidential Decree 51, dated November 16, 1972, I hereby order the creation of the Executive Committee of the Security Council of the New Society to be composed of the Secretary of National Defense as Chairman and the following as members: Secretary of Foreign Affairs; Secretary of Justice; Secretary of Finance; Executive Secretary; Chief of Staff, Armed Forces of the Philippines; and Director-General, National Intelligence and Security Authority.
The Executive Committee shall review national security and defense problems and formulate positions and/or solutions for consideration by the Security Council; it shall determine the agenda and order of business of the Security Council; and, it shall ensure that after the Security Council has made a decision, it is communicated with precision to the agencies involved and shall advise the President on the implementation thereof.
The Chairman of the Executive Committee may require other officials either from the government or private sector to attend the meeting of the Executive Committee when the agenda include items in which they have special interest. The Council Secretary of the Secretariat of the Security Council which is under the functional supervision of the Director-General, National Intelligence and Security Authority shall act concurrently as secretary of the Executive Committee and shall support its requirements in addition to the functions embodied in LOI 52-C, dated January 17, 1973.
To carry out the functions of the Executive Committee, its Chairman may utilize the facilities and expertise of any of the government agencies and instrumentalities and may promulgate rules and regulations to govern the operation of the Executive Committee.
