LETTER OF INSTRUCTIONS NO. 233
TO
: The Secretary of National Defense
Camp Aguinaldo, Quezon City
In order to accelerate implementation of my previous instructions that the participation of military tribunals in the judicial process should be reduced, it is hereby ordered that you cause a review of the number of cases now pending in said tribunals and, in case of congestion or any degree of overcrowding that would necessarily cause delays, submit recommendations as to which cases should be transferred to civil courts for trial.
Even though military tribunals have taken cognizance of a case if said case is essentially civil in character, such as estafa, fraud and the like, involving violations of laws in force before the promulgation of martial law which do not affect the security of the state, said case should be transferred to the civil courts.
Immediate implementation of this order is desired.
