LETTER OF INSTRUCTIONS NO. 296
TO
: All Cabinet Secretaries
Heads of Government Owned and Controlled
Corporations and Financial Institutions
SUBJECT : Prohibiting the practice of granting free land, sea or air transportation to government
officials and employees except in specified cases.
In line with the objectives of the New Society and in order to instill the proper concept of morality in the government service, all government officials and employees, including officials and employees of government owned and controlled corporations and financial institutions and members of the Armed Forces of the Philippines are hereby prohibited from asking, demanding, or requesting in any way for free or discounted international or domestic transportation of passenger or property from any domestic or foreign airline, shipping company and land transportation company for any purpose except as hereinbelow provided. Such airlines, shipping and land transportation companies are likewise prohibited from granting or extending any free or discounted transportation as a result of such demand or request from any government official or employee above-mentioned, except in the following cases:
1.
When free or discounted transportation is
expressly allowed by a special law;
2. When there
is prior written clearance or
permission from me in the national interest;
3. When the
trip by the government official or
employee is covered by a proper travel order and is related to or
connected with the regulation of the operations of the airline,
shipping and land transportation company concerned; and
4. In case of
emergency.
Any violation of this prohibition shall be a cause for the dismissal of the government official or employee involved from the service.
Done in the City of Manila, this 16th day of July, in the year of Our Lord, nineteen hundred and seventy-five.
