LETTER OF INSTRUCTIONS NO. 364

TO    :    The Secretary of Labor

Many employers were unable to pay the 13th month pay under PD 851 on or before 24 December 1975 due to lack of time to make the necessary financial adjustments during the holiday season. They have made known, however, their desire to pay if given enough time. 

Accordingly, you are hereby directed to:

1)    Extend the deadline for complying with PD 851 as well as the date of reporting such compliance to the Secretary of Labor to 31 March 1976, and

2)    Submit to me a report on the implementation of PD 851, especially its effects on labor-management relations as well as on the economy in general, not later than 15 April 1976.
