LETTER OF INSTRUCTIONS NO. 414

TO    :    The Director of Civil Aviation

In addition to the current airport (terminal) fees, you are hereby directed to collect from every departing passenger the following additional amounts: Ten (P10.00) pesos on international flights and Three (P3.00) pesos on domestic flights.

The additional amounts collected shall be kept in a separate account by the Civil Aeronautics Administration for the use of the National Action Committee on Anti-Hijacking (NACAH) which is hereby authorized to spend the same in order to provide infrastructures, equipment, supplies and personnel for itself and its components, namely: the Secretariat, the Aviation Security Command (AVESCOM) and the Press Center, and for such other purposes related to its functions.

All purchases made pursuant herewith shall be exempt from Presidential Memorandum Circular Nos. 518, 593 and 192, Series of 1971, 1972 and 1974, respectively.

Done in the City of Manila, this 9th day of June, in the year of Our Lord, nineteen hundred and seventy-six.
