The existing situations is such that we are only able to recover from the Palay Products of Farmers, quite a low percentage of output in view of the failure of mill owners to institute measures to improve their facilities, as such as, in order fully maximize the milling recovery of grains and to avoid losses incurred during the Milling process, thereby augmenting available stocks for the consumption of the public, you are hereby directed not to issue any license to any person to operate any rice mull which fail to reach 60% milling recovery by weight, the cut-off period to be determined by your office. You are further directed to prepare the guidelines necessary for the strict implementation of the above and report to the undersigned developments concerning the same.
Done in the City of Manila, this 12th day of May, in the year of Our Lord, nineteen hundred and seventy-seven.
