LETTER OF INSTRUCTIONS NO. 672 -
PROVIDING FOR THE GRANT OF BUDGETARY AIDS TO THE PROVINCIAL GOVERNMENTS
FOR CALENDAR YEAR 1978 TO SUPPORT AND MAINTAIN FIELD AGRICULTURAL
EXTENSION WORK AND RURAL HEALTH AND SANITATION SERVICES |
The Commissioner of the Budget
WHEREAS, effective January 1, 1978, pursuant to the provisions of Presidential Decree No. 1256, the municipal governments are no longer required to provide the provincial governments with annual fund contributions for field agricultural extension work and rural health and sanitation services;
WHEREAS, the municipal contributions aforementioned constitute in the aggregate an estimated amount of 53 million or about 10.6% of the total annual income of the provincial governments;
WHEREAS, the aforesaid municipal contributions have been included in the income estimates taken up in the approved annual budgets of the provinces for calendar year 1978;
WHEREAS, it has become imperative that the provincial governments be granted budgetary aids during the current calendar year from available national funds to avert any serious disruption in their respective programs of expenditures for health and agricultural services;
NOW, THEREFORE I, FERDINAND E. MARCOS, President of the Philippines, do issue the following instructions:
1.
The Secretary of Finance shall determine the amounts needed by the
provincial governments for their respective field agricultural
extension and rural health and sanitation programs for calendar year
1978 on the basis of the estimated income from municipal contributions
included in the approved provincial budgets.
2. The
Commissioner of the Budget shall cause the immediate release of the sum
of P53 million from the unallocated portion of internal revenue
allotments for local governments under Presidential Decree No. 144, as
amended.
3. The
Secretary of Finance shall certify as to the individual allocation of
each province and direct the Treasurer of the Philippines to remit on a
monthly basis the authorized amount to the province concerned.
This Letter of Instructions shall take effect immediately.
Done in the City of Manila, this 14th day of February, in the year of Our Lord, nineteen hundred and seventy-eight.
