LETTER OF INSTRUCTIONS NO. 71

Philippine Tobacco Administration
In accordance with the policy to revamp the Philippine Tobacco Administration (PTA), it is directed that a thorough and accurate physical inventory of all tobacco stocks be made in all PTA warehouses located in Malinta, Valenzuela, Bulacan and in other tobacco-producing provinces.
For this purpose, you are likewise directed to constitute as many Inventory Teams as may be necessary to accomplish the task within two (2) weeks from receipt hereof.
The Inventory Teams shall have the following membership:

Misamis
All expenses incident to the conduct of this inventory shall be borne by the Philippine Tobacco Administration.
The Inventory Teams will also look into the disposal of Tobacco stocks of previous crop years of 1970 and 1971 reported damaged by PTA Warehousemen and covered by Inventory and Inspection Reports supported by Waste Materials Reports.
The Chief, Philippine Constabulary, is also directed to immediately padlock and keep under constant surveillance all PTA warehouses before and after the said inventory. All tobacco stocks thereafter will be transferred immediately by PTA to their Central Warehouse in Malinta, Valenzuela, Bulacan, for sale by public bidding.
Done in the City of Manila, this 14th day of April, in the year of Our Lord, nineteen hundred and seventy-three.
