All Concerned
In order to obviate possible confusion in the disbursements of capital funds on on-going projects of the Philippine Ports Authority pending its reorganization, it is instructed that, henceforth, all capital investments and expenditures on all projects of the Philippine Ports Authority be submitted for prior review and clearance to the Office of the President and the Ministry of the Budget before the same are implemented.
For immediate compliance.
Done in the City of Manila, this 1st day of September, in the year of Our Lord, nineteen hundred and seventy-eight.
