LETTER OF INSTRUCTIONS NO. 86

TO    :    The Commissioner of Public Highways

In order to expedite work in all highway projects, and thereby assure their completion within the schedule, it is directed that whenever a contractor lags behind schedule in his work and incurs 20% or more negative slippage, based on his approved PERT/CPM, the Bureau shall undertake the whole or a portion of the unfinished work and/or at the discretion of the Commissioner, have the whole or a portion of such unfinished work done by a qualified and responsible contractor, thru negotiated contract, at the original contract price, if it is above the government estimate, or at government estimate, if the original contract price is below the government estimate.

This order shall take effect immediately.

Done in the City of Manila, this 1st day of June, in the year of Our Lord, nineteen hundred and seventy-three.
