MEMORANDUM CIRCULAR NO. 107 - DIRECTING ALL NATIONAL GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS TO ENCOURAGE THEIR RESPECTIVE SECTORS TO DISPLAY CHRISTMAS LIGHTS AND DECORATIONS FOR THE YULETIDE SEASON AS A SIGN OF CONFIDENCE IN A BRIGHT FUTURE FOR THE NATION

WHEREAS, Philippines 2000 envisions the country's attainment of a Newly Industrializing Country (NIC) status by the turn of the 20th century;  

WHEREAS, the continuing influx of investments and increased productivity promise an auspicious economic outlook for our country against the backdrop of power self-sufficiency;

WHEREAS, the Christmas season is an opportune time to celebrate the nation's onward march toward full recovery;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. All national government agencies and local government units are hereby directed to encourage their respective sectoral clients including the private sector, business establishments and individual households, to display Christmas lights and decorations within their means and resources from 14 December 1994 to 16 January 1995 throughout the country, as a sign of confidence in the nation's capacity to carve out a brighter future for all its citizens.  

Sec. 2. The Department of Interior and Local Government is hereby tasked to take the lead in this activity and to initiate related programs to ensure its success in coordination with all the Cabinet Officers for Regional Development, the Department of Tourism, and the Department of Trade and Industry and local government units.

Sec. 3. This Memorandum Circular shall take effect immediately.
