MEMORANDUM CIRCULAR NO. 1287 -
AUTHORIZING ATTENDANCE IN THE 1ST INTERNATIONAL RECORDS MANAGEMENT
CONGRESS ON NOVEMBER 18-22, 1985
The Philippines will host the 1st
International Records Management Congress through the organizing
bodies, the Philippine Records Management Association (PRMA) and the
International Records Management Council (IRMC), at the Philippine
International Convention Center on November 18-22, 1985, on the theme:
"Records Management Revolution: An Imperative of the 21st
Century".
In view of the timeliness of the Congress theme, relevance and
significance of the Congress on the economic recovery development
program and the educational efforts of the government, heads of
ministries, bureaus and offices, including universities and colleges,
government-owned and controlled corporations and local government
units, are hereby authorized to send not more than two (2)
representatives each who are involved in information and records
management, documentation and allied activities, preferably members of
the PRMA and IRMC, to the Congress on official time with reasonable
expenses for transportation, per diems and Congress fee of P2,000.00,
chargeable against the appropriations of their respective offices in
accordance with the provisions of Presidential Decree No. 344 dated
November 26, 1973, as implemented by COA General Circular No. 127,
series of 1973, subject to the availability of funds and the usual
accounting and auditing requirements, as an exception to Letter of
Instructions No. 1098 dated January 5, 1981. Participants residing or
stationed within Metro Manila shall be entitled to Congress fee only.
Meals covered by the Congress fee and the cost of shuttle bus service
shall be deducted from per diems and transportation expenses,
respectively.
The participants shall submit to their respective agency heads a
complete report on their attendance or participation in the Congress as
prescribed under Memorandum Circular No. 987 dated June 10, 1977.
Likewise, the organizer shall submit to this Office, a report and
evaluation of the Congress, copy furnished the Office of Budget and
Management, including a list of participants from the government sector
indicating their respective offices.
