MEMORANDUM CIRCULAR NO. 13 -
ENCOURAGING ALL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT)
EXECUTIVES, PROFESSIONALS, PRACTITIONERS, FACULTY, USERS AND ALLIED
PROFESSIONS IN GOVERNMENT SERVICE TO ATTEND THE 8th ANNUAL NATIONAL
CONVENTION OF THE GOVERNMENT ORGANIZATION FOR INFORMATION TECHNOLOGY
WHEREAS, the Government Organization for
Information Technology (GO for IT) is an association of ICT executives,
practitioners, professionals, faculty, users and allied professions in
government committed to promote and support the effective use of
information and communications technology in governance; in the
performance of strategic and business functions, and in the efficient
delivery of basic and front-line services;
WHEREAS, the GO for IT will hold its 8th Annual National Convention on
4 to 7 December 2001 at the Bahay ng Alumni, University of the
Philippines, Diliman, Quezon City with the theme: "e-Governance in a
Knowledge-based Economy";
WHEREAS, governments worldwide are now beginning to offer effective
solutions to citizens in many areas such as e-learning, employment
services, e-procurement, digital certificate usage, electronic censuses
and other basic e-services;
WHEREAS, the 8th Annual National Convention of the GO for IT will be
the venue for coming up with innovative ICT solutions that will provide
greater opportunities for citizens to interact with their government
intended to result in cost-savings and improvement in the satisfaction
levels among citizens with respect to services of government agencies
and instrumentalities;
WHEREAS, the GO for IT Convention will explore government's use of ICT
to help bridge the "digital divide" and promote economic development in
the country;
WHEREAS, the presentations and discussions will showcase the
government's ICT initiatives as well as programs and policies to help
fully implement e-governance in a knowledge-based economy.
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the
Philippines, by virtue of the powers vested in me by law, do hereby
order:
