MEMORANDUM CIRCULAR NO. 16

In view of the continuing inclement weather brought about by Typhoon "Loleng", work in all government offices, including government owned or controlled corporations, are hereby suspended effective 12:00 noon today, October 23, 1998. 

It is understood that vital government agencies concerned with rescue operations and manning other vital public services should maintain effective skeletal forces in their respective offices until 5:00 PM or beyond as the exigency of the services requires.
