MEMORANDUM CIRCULAR NO. 53 -
REITERATING MEMORANDUM CIRCULAR NO. 22 DATED DECEMBER 7, 1992,
"DIRECTING ALL DEPARTMENT SECRETARIES AND HEADS OF AGENCIES OF THE
NATIONAL GOVERNMENT INCLUDING GOVERNMENT-OWNED OR CONTROLLED
CORPORATIONS TO MONITOR STRICT COMPLIANCE WITH ADMINISTRATIVE ORDER NO.
204, DATED DECEMBER 17, 1990"
Memorandum Circular No. 22 was issued in
response to the declining percentage of compliance with Administrative
Order No. 204, which directs all department secretaries and heads of
agencies of the National Government, including Government-Owned or
Controlled Corporations to require all third level officials in their
respective Departments and Agencies to prepare and enter into a
semi-annual/annual performance contract with them.
A report has reached this Office, however, that as of the end of the
first quarter of 1993, only fifteen percent (15%) of all Career
Executive Service Officials in departments/bureaus and only five
percent (5%) in Government-Owned or Controlled Corporations have
complied with the performance contract requirement. In this regard,
Memorandum Circular No. 22 is hereby reiterated, directing all
concerned officials to strictly observe compliance with the performance
contract requirement as enunciated in AO 204. Those who will utterly
disregard this directive shall be meted with appropriate administrative
sanctions as may be determined by the Career Executive Service Board,
the guidelines for which shall be issued within fifteen (15) days from
date hereof.
This Memorandum Circular shall take effect immediately.
