MEMORANDUM CIRCULAR NO. 62 -
MANDATING ALL HEADS OF DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, AND
INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT TO COMPLY WITH THE EXHAUST
EMISSION STANDARDS SET BY THE LAND TRANSPORTATION OFFICE
WHEREAS, studies conducted by the World
Health Organization, the Department of Environment and Natural
Resources, the University of the Philippines College of Public Health,
and the Asian Development Bank show that emission from motor vehicles
is a major source of air pollution particularly in the urban
areas;
WHEREAS, this very serious condition is shown by the emission of carbon
monoxide, particulates, sulfur dioxide, nitrogen oxide, and other
associated pollutants emitted by these vehicles;
WHEREAS, smoke-belching by 50 percent of 680,000 vehicles in Metro
Manila has reached proportions two to three times beyond the WHO
standard;
WHEREAS, air pollution poses a mounting danger to public health and
welfare, damage to and deterioration of public and private property;
WHEREAS, it is necessary to take immediate measures and to regulate the
emission or air pollutants from motor vehicles;
WHEREAS, we in the government service should set the example in
reducing air pollution in the country;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, do
hereby direct all departments, bureaus, offices, agencies, and
instrumentalities of the government, including government owned or
controlled corporations, to have their vehicles tested for compliance
with the Exhaust Emission Standard at the nearest Department of
Environment and Natural Resources or Land Transportation Office Motor
Vehicles Pollution Control Center. Vehicles, which fail the test, shall
be immediately repaired/reconditioned to meet the
standard.
This Memorandum Circular shall take effect immediately.

22nd day of July, in the year of Our Lord, nineteen hundred and ninety
three.
