MEMORANDUM CIRCULAR NO. 68

MEMORANDUM CIRCULAR NO. 68 - DIRECTING ALL DEPARTMENT HEADS TO PARTICIPATE IN THE PRE-SUMMIT SPONSORED BY THE JOINT PREPARATORY EXECUTIVE LEGISLATIVE-COMMITTEE CREATED UNDER ADMINISTRATIVE ORDER NO. 70 (S. 1993) AND THE PRESIDENTIAL MANAGEMENT STAFF TO PROVIDE ASSISTANCE IN THE IDENTIFICATION OF PRIVATE SECTOR PARTICIPANTS IN THE 08 SEPTEMBER 1993 ECONOMIC SUMMIT

1. As agreed during the 30 August 1993 meeting of the Summit Preparatory Executive-Legislative Committee ('JPELC') the following will coordinate and act as chairpersons of the two groups which will participate in the 02 September Pre-Summit at the Heroes Hall, Malacañang, at 8:30 AM to 6:00 PM., to wit:

Business and Labor Groups — Secretary R. Navarro
Secretary N. Confesor
Basic Groups — Secretary E. Garilao

The above-named Cabinet Secretaries will identify and invite the participants in the Pre-Summit, design the format and activities, prepare the required documents and materials, including the Pre-Summit report which shall be submitted to the JPELC, through its Chairman.

2. All other members of the Cabinet and their support staff shall attend the Pre-Summit to provide technical support and to be able to prepare for and represent their respective departments in the 08 September 1993 Summit more effectively.

3. The PMS shall coordinate with all Cabinet Secretaries in the determination of the private sectors concerned and identification of the participants in the 02 September 1993 Pre-Summit and the 08 September 1993 Summit. The PMS will likewise assist in inviting the said participants in coordination with the Program and Mobilization Committee of the Technical Panel assisting the JPELC.
