MEMORANDUM CIRCULAR NO. 74 -
AMENDING MEMORANDUM CIRCULAR NO. 55 (1993), ENTITLED "CONSTITUTING A
PHILIPPINE HOST COMMITTEE FOR, AND DIRECTING ALL GOVERNMENT
DEPARTMENTS, AGENCIES AND OFFICES INCLUDING GOVERNMENT-OWNED AND
CONTROLLED CORPORATIONS TO SUPPORT, THE 16TH BIENNIAL CONFERENCE ON THE
RULE OF LAW IN THE WORLD"
WHEREAS, in preparation of and to ensure
the success of the 16th Biennial Conference on the Rule of Law in the
World to be held at the Philippine International Convention Center
(PICC) on October 24-29, 1993, Memorandum Circular No. 55, entitled
"Constituting a Philippine Host Committee For, and Directing All
Government Departments, Agencies and Offices Including Government-Owned
and Controlled Corporations To Support, the 16th Biennial Conference on
the Rule of Law in the World", was issued on 10 June 1993;
WHEREAS, this Conference is an excellent learning opportunity for
members of the legal profession in the government service; and
WHEREAS, there is a need to strengthen the operations and promotional
efforts of the Philippine Host Committee (PHC).
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the
Philippines, by virtue of the powers vested in me by law, do hereby
order:
Section 1.
"3.14
Heads of these agencies/offices
are hereby directed to authorize a number of their lawyers to attend
the Conference on official time. Where there are no expenditure items
for the conduct/attendance to seminars/conferences in the
appropriations of an agency/office, the charging of expenditures for
seminars/conferences to savings shall not be authorized, pursuant to
Section s 18 and 19 of the General Appropriations Act of 1993. However,
agencies may charge seminar fees to the lump sum appropriation provided
for the conduct of seminars/conferences, subject to the approval of the
respective agency/office head.
3.15
The Department of Budget and
Management is hereby directed to facilitate the release of honoraria to
officials and employees of the DOT, the PCVC, and other government
agencies, who serve in the PHC on an additional working capacity aside
from their present job assignments, chargeable against the respective
savings of the agencies/offices concerned, at rates as follows:
