MEMORANDUM CIRCULAR NO. 75 -
ENJOINING GOVERNMENT OFFICIALS FROM ENDORSING REQUESTS FOR TRAVEL TAX
EXEMPTIONS
One of the major thrusts of the
administration as emphasized in various policy pronouncements is the
generation of funds for vital and urgent projects through, among other
things, intensified tax collection.
In the pursuit of this objective, this Office has had the occasions to
repeatedly deny requests coming from both the public and the private
sectors for exemption from the travel tax, which revenue is used to
finance tourism-related projects. This notwithstanding, requests or
even endorsements for such exemptions are continually being submitted
to this Office by some government functionaries.
More than anybody else, government officials are expected to give their
share, directly or indirectly, in the attainment of government's
objective. For this reason, and considering that processing of requests
for travel tax exemption takes valuable time and resources which cloud
otherwise be devoted to more pressing and productive endeavors,
government officials including those who are not expressly entitled to
the privilege, are hereby enjoined from endorsing or recommending to
this Office the grant of travel tax exemptions for themselves, their
subordinates, or any other group or entity.
This Memorandum Circular takes effect immediately.
