"(d)    This act shall not apply to homeworkers engaged in needlework by hand, farm tenancy or to domestic servants.

"(h)    With respect to piece-work or contract work other than needlework by hand done by homeworkers, on petition of an interested party, the Secretary of Labor shall use all available devices of investigation to determine whether the work is being compensated in compliance with this Act, and shall issue findings and orders in connection therewith."
