CONCURRING OPINION
PADILLA, J., separate concurring opinion:
I agree with the Court's decision that the subject writ or order of sequestration is not a valid sequestration writ or order, not having been issued by at least two (2) PCGG Commissioners as required by law. At the same time, I reiterate my dissenting opinion in G.R. No. 96073 entitled Republic of the Philippines v. Sandiganbayan, et. al. And companion cases, dated 23 January 1995, to the effect that the Sandiganbayan itself as not acquired jurisdiction over Dio Resort, Inc. because it has not been impleaded as a defendant in Civil Case No. 0010 even if it has been listed in annexes to said complaint as among the corporations where the defendants in said case have allegedly ill-gotten wealth.
