Acting on the motion of petitioner for reconsideration of the resolution of November 9, 1998 which dismissed the petition for review on certiorari for failure to attach a certification on non-forum shopping, duly executed by petitioner herself, as well as for having been filed late, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
