Acting on the petition for review on certiorari, the Court RESOLVES to DENY the same for petitioner's failure to submit an affidavit of service of copes of the petition on the public and private respondents containing a full statement of the place of such service in accordance with Section 13, Rule 13 in relation to Section 3, Rule 45 and Section 5 (d), Rule 56 of the 1997 Rules of Civil Procedure as amended.
