Acting on the motion of petitioners for reconsideration of the resolution of 26 April 1999 which denied the petition for review on certiorari for lack of duplicate original or certified true copies of the questioned and resolution of the Court of Appeals and for being insufficient in form due to lack of proper verification of the petition, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
