Acting on the motion of petitioners for reconsideration of the decision of December 4, 1998, the Court RESOLVED to DENY the same with FINALITY, no substantial argument having been adduced to warrant the reconsideration sought. Accordingly, the comment of private respondents on the aforesaid motion for reconsideration is NOTED WITHOUT ACTION.

The ex-parte motion of private respondents for release of decision and the letter of their counsel, Atty. Nelson A. Loyola, dated November 12, 1998, requesting copy of the latest resolution in this case, are NOTED.
