MEMORANDUM
ORDER NO. 14-2006
DEFINING THE STATUS AND/OR REORGANIZING THE VARIOUS STANDING
AND AD HOC COMMITTEES OF THE SUPREME COURT.

WHEREAS, due to the retirement of Chief Justice Hilario G. Davide, Jr.
and the appointment of Chief Justice Artemio V. Panganiban, as well as
the retirement/resignation/transfer of some officials/employees of the
judiciary, there is a need to define the status of and/ or to
reorganize the various standing and ad hoc committees of the Supreme
Court;
WHEREAS, this definition and/or reorganization is essential to the
efficient and effective running of the administrative and financial
management of the judiciary;
NOW THEREFORE, be it resolved, as it is hereby resolved that:
(1) In general, all existing committees, whether standing or ad
hoc, shall continue to perform their respective functions under their
present chairpersons and members.
(2) Unless otherwise provided under this or other Memorandum
Orders or Circulars, all committees headed by former Chief Justice
Hilario G. Davide, Jr., shall henceforth be chaired by Chief Justice
Artemio V. Panganiban.
(3) Committee members who have retired or resigned from the
judiciary or transferred to other offices shall be replaced, upon
recommendation of their respective committee chairpersons. If their
membership was originally made by reason of their offices, then their
successors in office should succeed them in the committees. The
respective chairpersons shall examine the vacancies in their committees
and shall submit to the Chief Justice, as soon as practicable, the
possible changes/ replacements in their respective committees.
(4) In committees in which the Office of the Chief Justice was
represented by officials or employees who have already retired,
resigned or been replaced, their committee memberships shall be taken
over by officials/ employees nominated by the incumbent Chief Justice.
However, unless otherwise replaced, those who have been retained in the
Office of the Chief Justice shall continue their memberships.
(5) The Committee on Computerization (chaired by then Associate
Justice Attemio V, Panganiban) and the Committee on Library (chaired by
Justice Antonio T. Carpio) are hereby nlerged, because they perfonn
similar and oftentimes overlapping functions, Justice Carpio shall
chair the merged Committee which shall be
composed of the existing members of both committees.
(6) The Committee on Judicial Excellence (chaired also by then
Associate Justice Artemio V. Panganiban) is hereby dissolved. Its
functions shall be taken over by the Society for Judicial Excellence
(SJE) headed by
Justice Angelina Sandoval~Gutierrez. This dissolution and take-over
will also avoid unnecessary overlapping of functions. The existing
secretariat shall report to the SJE.
This Memorandum Order shall take effect upon its issuance.
