Title 5 - Administrative Personnel
(a) An agency shall accord consultation rights on Government-wide rules or regulations to a labor organization that: (1) Requests consultation rights on Government-wide rules or regulations from an agency; and (2) Holds exclusive recognition for 3,500 or more employees. (b) An agency shall not grant consultation rights on Government-wide rules or regulations to any labor organization that does not meet the criteria prescribed in paragraph (a) of this section.
