(a) A final rule exempting a State standard from Federal preemption will be effective: (1) Upon publication in the (2) Three years after such rule is published in the (3) Five years after such rule is published in the (b) A final rule withdrawing a rule exempting a State standard will be effective upon publication in the [54 FR 6078, Feb. 7, 1989, as amended at 63 FR 13319, Mar. 18, 1998]
