Title 18 - Conservation of Power and Water Resources
(a) Chairmen and Vice-Chairmen of River Basin Commissions established under Title II of the Act shall be Observers. (b) The Chairman, with the concurrence of the Council, may invite the heads of offices or other officials of the Executive Office of the President or other Federal agencies to become Observers. (c) Observers may designate persons to attend Council meetings of Members. Observers will be furnished agenda and other materials on the same basis as Associate Members.
