(a) We will distribute tickets in graduated phases at phase-in sites selected by the Commissioner, to permit a thorough evaluation of the Ticket to Work program and ensure that the most effective methods are in place for full implementation of the program. (See §411.110.) (b) We will distribute a ticket to you when we distribute tickets in your State, if you are eligible to receive a ticket under §411.125.
