Authorization to proceed with acquisitions on a sign removal project shall not be issued until such time as the State has submitted to FHWA the following: (a) A general description of the project. (b) The total number of signs to be acquired. (c) The total estimated cost of the sign removal project, including a breakdown of incidental, acquisition and removal costs.
